Technically 21 currently. After the one year time period, Fairy Tail was disbanded.

Because in the one part of the anime they skipped 7 years and before that Wendy was 13 years old, so isn't she now 20 years old?

yep... your definitely right... even though she still looks 13 she's 20 now after the 7 year gap in tenroujima...
